Family and Youth Camp Land Development -
Horrocks Engineers designed and managed the construction of the development of 8,000 acres of woodlands
in Heber, Utah, into family and youth camps for the Church of Jesus Christ of Latter-Day Saints. Camp
facilities include a water system, sewer system, 15 miles of road network, power, kitchens, pavilions,
restrooms, shower facilities, cabins, an administration building, and a wastewater treatment plant. The
water system included 4 developed springs, 2 reservoirs, a pump station, and approximately 11.4 miles of
piping. The sewer collection system includes 9.5 miles of piping and a treatment plant. Each facility is
serviced with power supplied by 15 miles of high voltage lines. Challenges on the job included erosion
control (particularly in roadway cuts), remote construction, coordination with state and local agencies,
and blending design elements with the natural surroundings.
