At Horrocks Engineering, one of our main priorities is to provide engineering to cities, towns, counties and other government agencies quality engineering services. We are familiar with the needs and concerns of the public by attending local planning commission and council meetings and by being involved in the activities of our communities.

Our Municipal Engineering Department includes a full range of services from planning and design to construction inspection and management. We specialize in the areas of water resources, wastewater, traffic, roads and highways, bridges and other structures, and surveying. American Fork City - Horrocks Engineers is the engineer of contract for American Fork City. Duties include reviewing large developments and subdivisions, performing studies, updating master plans, designing small projects, and periodically representing American Fork's engineering concerns at public meetings. Heber City - Horrocks Engineers has served as the City Engineer or primary consultant to the City for more than 30 years. During this time, we have provided services for several water resource and transportation projects for the City. In addition, we maintain a full model of the City's water system. Projects include:

American Fork Pressurized Irrigation System - Horrocks Engineers in association with Franson Engineering are currently assisting American Fork City in the planning and design for their secondary irrigation system. Prior to design of the secondary system, Horrocks Engineers developed both the culinary and secondary water portions of the City's General Plan, updated the City's culinary water master plan, prepared a water supply analysis for the City and prepared an analysis of several water supply and distribution systems. The $52 million design system includes:
  • Preliminary Design - Our team will conduct the following preliminary design services: Secondary Water System Master Plan, Secondary Water System Capital Facilities Plan, Secondary Water System User Rate Analysis, Culinary Water Master Plan and Capital Facilities Plan, Culinary Water User Rate Analysis, Water Impact Fee Analysis, Design Standards for American Fork City, and American Fork Irrigation Company Coordination.
  • Design - Our team will conduct the following design services: Site and Alignment Identification and Selection, Property and Easement Purchase, Surveying, Storage Reservoirs, Source Diversion, Transmission Lines, Distribution Lines, Pressure Reducing Stations, Laterals and Irrigation Turnouts, Filter Stations, CUWCD Turnout Vault, Metering Stations, and SCADA System.
  • Construction Management - Horrocks Engineers will provide full service construction management services including: Survey, Inspection, Traffic Control, and Public Relations. Through the years, we have provided much of the City's water planning documents with respect to its culinary system and have become very familiar with its water rights, sources, storage, and delivery facilities.
Alpine City - Horrocks Engineers has filled the position of acting city engineer for Alpine City for over 20 years. Duties performed on a regular basis included subdivision and development reviews, surveying, construction management, master planning, and documentation. Recently, Alpine City felt that it had grown enough to require a full time staff engineer. Horrocks Engineers still provides engineering support to Alpine by performing studies, large project designs, and other municipal engineering. Some of our projects include:

Pleasant Grove City - Horrocks Engineers served as the Pleasant Grove City Engineer for over 25 years. In that capacity, various engineers at Horrocks performed daily engineering duties such as handling public concerns, designing small projects, representing the city engineering staff at public meetings, performing reviews, and handling construction management for the City.
